In 1989, our founder and President Lloyd M. Mustin, II opened the firm with the money he saved as an officer in the US Navy. XL was founded to provide professional level acquisition support personnel under contract to customers. Although a breakthrough concept at the time, this is now a widely accepted practice in commercial firms and in government agencies (for non-inherently governmental support).

In 1994, XL opened its business consulting practice and established a base of Federal and commercial customers in the Washington, DC area. In 1997, we were awarded our GSA MOBIS contract, one of the first Veteran-Owned Small Businesses qualified and certified to provide the full range of MOBIS services. Since those early days, XL has successfully competed for and won a variety of Blanket Purchase Agreement (BPA) multi-year contracts for Program Management and Acquisition and Grants Management support. XL is considered a well respected leader in our core competency areas.

XL has been creating jobs for veterans from the very beginning and our staff is comprised of approximately 25% United States Veterans. We are proud to support our country, returning veterans, and their families.

XL’s history includes providing comprehensive support services to more than 100 government and commercial customers. In 2009, XL was named by Inc. Magazine as one of the 5000 fastest growing private companies in America.
