Project Example: Business Process Reengineering at the U.S. Department of Agriculture (USDA)

The USDA Office of Export Credits (EC) is responsible for arranging the distribution of U.S. food aid to countries around the world. The typical annual value of this aid ranges from $500 million to over $1 billion. Approximately 60 Federal employees work in this paper-based process and the group was suffering from excessive, cyclical workloads and high turnover rates. Also, the computer technology available to the EC staff was antiquated, causing significant inefficiencies.
XL was hired to evaluate the food aid processes and to make recommendations for changes. Using our proprietary Process Checkup™ methodology, we evaluated the processes in several phases:
- Establishment of executive awareness and project "buy-in,"
- Preparation of a project Strategic Plan,
- Design and deployment of a structured interview survey instrument,
- Definition and mapping of the process "as-is" conditions (see photo),
- Definition of appropriate performance measures,
- Recommended process changes in "to-be" process scenarios,
- Performed a cost-benefit analysis of the proposed changes, and
- Prepared a detailed Implementation Plan.
XL proposed changes to help level the workload, streamline approval authorities, and move the paper-based processes to a completely integrated, web-enabled process. The Implementation Plan was approved by USDA management and the project is moving forward.

Project Example: Survey Services for the U.S. Coast Guard
XL was tasked by the USCG Research & Development Center to assist in the design and deployment of a web-based survey instrument for Aids to Navigation ("AtoN") usage. The survey included all recreational boaters and commercial ship traffic in the Tampa Bay, Florida area to determine which navigational aids were used under differing conditions.
Challenges faced by XL included a target survey population that was highly mobile and frequently out of port, the need for marketing the survey to a wide range of respondent classes, and a hurricane which struck the Tampa Bay area during the peak of the survey collection activities!
XL overcame these challenges by placing survey consultants on the docks, on the ships, at the local marinas, and on the phones to facilitate survey information collection. We rode alongside the Tampa Bay pilots on commercial vessels to experience the usage of the the most modern navigation equipment and to validate the survey questions.
These efforts gave XL's consultants credibility with the respondents and helped to achieve a 24% response rate for the survey - very high for a web-based survey from an elusive sample group.
