Acquisition Support Services – Cabinet-level Agency
Our Acquisition Lifecycle Management team provided senior level acquisition professionals to support a Cabinet-level agency’s acquisition “lifecycle.” XL provided pre- and post-award support through close-out, writing SOW/SOOs, developing source selection and evaluation plans, preparing solicitations and contracts, and made award recommendations. XL staff served as evaluators and non-voting members on source selection panels, careful to avoid any inherently governmental functions. Our staff coordinated a very senior mix of federal executives (GS-15 and SES) with various issues requiring close scrutiny, counseling, and oversight. XL earned OUTSTANDING past performance ratings for its service.

Acquisition & Grants Support Services – Cabinet-level Agency
XL worked with a Cabinet-level agency to provide cradle-to-grave acquisition planning, execution and administration in support of a wide range of contractual requirements and grants for agency’s strategic initiatives. During the Pre-Award phase, XL prepared statements of work in accordance with guiding principles, regulations, policies and procedures. We also minimized award protests and the need for pre-award solicitation amendments, disputes and claims. Post-Award, XL ensured modifications were prepared in accordance with applicable regulations, policies and procedures. Our oversight ensured compliance with contract terms and conditions. Our Grants Lifecycle Team administered a Congressionally-mandated grant program for consumer safety research, with awards ranging from $25,000 to $10 million. XL managed a team of 10 senior acquisition support professionals onsite in a particularly challenging environment with large-scale client personnel turnover. Working closely with the agency, we successfully reduced a backlog that had been lingering for years.

Grants Support – Cabinet-level Agency
XL provided a full range of grants management functions for a Cabinet-level agency, including pre-award, budget review, negotiation, administration for complex grants, review of program and financial reports and post-award close-out. Our Grants Lifecycle Management team administered approximately 250 grants per year, ranging from $50,000 to $100 million, with an aggregate annual value of $300 million. XL conducted in-depth counseling to resolve agency cultural issues, resulting in higher functioning teams and optimum levels of cooperation. XL's efforts contributed directly to the completion of the agency’s projects on time and within budget. XL earned OUTSTANDING performance ratings for its service.

Specialized Professional Services – International Disaster Assistance
XL’s Specialized Professional Services team provided professional support services for international disaster assistance efforts by a major U.S. agency. These services included grants administration, management support, contracts administration support, specialty recruiting and contracting, facilities support, travel services and visa services, administrative support, and on-site project management. XL professionals supported the distribution and administration of hundreds of millions of dollars in grants annually to the international donor and NGO community in support of agency goals. With XL's support, the agency successfully managed emergency response to major natural disasters, including the 2004 Sri Lanka tsunami, major earthquakes in Turkey and Pakistan, and hurricane recoveries across the Caribbean. XL pre-identified and pre-qualified project surge personnel, so grants administration could be accomplished within agency goal timeframes. XL earned OUTSTANDING past performance ratings for its service.
